This law, which was adopted by the Jogorku Kenesh on December 24, 2025, is part of the implementation of the decree of the President of the Kyrgyz Republic dated August 28, 2025, No. 250, on the introduction of a state monopoly on the training of specialists in medicine. Its goal is to improve the system of training medical and pharmaceutical personnel, enhance the qualifications and retraining of specialists, as well as conduct comprehensive scientific research in the field of healthcare and optimize the resources of educational institutions.
The law also makes amendments to the following regulatory acts:
- The Law of the Kyrgyz Republic "On the Licensing and Permitting System in the Kyrgyz Republic," which now includes a provision for the termination of a license and/or permit for an educational organization if it does not pass state accreditation in the field of healthcare;
- The Law of the Kyrgyz Republic "On Science," clarifying the legal status of scientific institutions engaged in research in the field of healthcare;
- The Law of the Kyrgyz Republic "On Education," which is now supplemented with the terms "state accreditation" and "educational franchise";
- The Law of the Kyrgyz Republic "On the Protection of Citizens' Health in the Kyrgyz Republic," which expands the powers of the Ministry of Health to issue licenses to educational organizations conducting professional and additional education programs for training scientific personnel in the field of healthcare.
