Plans to Involve House Committees and District Representatives in Addressing Noise Violations

At a meeting of the Jogorku Kenesh, Deputy Bolo Ibrahimov raised the question of how control over compliance with the noise law is carried out and what methods are used to record violations.

He clarified on what basis this control is conducted — using special devices or other means.

Deputy Minister of Internal Affairs Oktobur Urmambetov explained that after the adoption of the noise law, its enforcement was transferred to the Ministry of Health. However, considering the large number of appeals from citizens, it is proposed to expand the powers and transfer part of the responsibilities for monitoring compliance with the law to the Ministry of Internal Affairs and local self-government bodies.

Urmambetov noted that violations will be recorded using various methods. In cases where instrumental measurement of noise levels is necessary, specialists from the Ministry of Health, equipped with special devices, will be involved. Currently, they have 16 certified devices for measuring noise levels at their disposal.

According to him, police officers will respond to calls, record violations, and draw up the appropriate protocols.

It is also proposed to empower local authorities, such as ayil okmotu, house committees, neighborhood, and street committees, with the right to initially record violations. In such situations, they will be able to jointly with the applicants draw up acts, conduct photo and video documentation, and then submit the collected materials to the internal affairs bodies for further consideration.

Deputy Minister of Health Ryspek Sydygaliev added that the Ministry of Health uses special sound level meters, such as "Ekofizika," "Assistant," and "Octava," which are annually checked by state standardization bodies and are used for measurements both during the day and at night.

He also emphasized that this approach to monitoring noise levels, when this task is assigned to health authorities, is implemented in several other countries, including Armenia, Belarus, Russia, and Ukraine.
