Atambayev questioned the work of the High Technology Park

On January 26, a heated discussion erupted during the meeting of the relevant committee of the Jogorku Kenesh regarding the results of the work of the High Technology Park (HTP). Deputy Seyidbek Atambaev expressed doubts about the tax contributions of the IT sector, noting that despite significant revenue, the contributions to the budget appear to be unimpressive.

According to the parliamentarian, over the twelve years of the Park's existence, approximately 1.1 billion soms have been transferred to the budget. Atambaev also pointed out that noticeable growth in tax revenues has only been observed in the last three years (from 2022 to 2025), while the growth rates of the sector's turnover significantly outpace these figures. For example, in the first nine months of 2025, the total income of participating companies exceeded 11.4 billion soms.

In response to the criticism, HTP Director Azis Abakirov explained that the mentioned billions represent the total income of all IT companies that are part of the Park. According to Abakirov's preliminary estimates, exports of digital services may reach 16 billion soms by the end of 2025.

He also provided several arguments highlighting the achievements of the IT industry:

1. No costs from the state: Not a single som from the republican budget has been spent on the creation and development of the HTP.

2. High efficiency: Only 3000 specialists over 12 years have brought approximately 40 billion soms to the country's economy.

3. Minimal investments: The industry demonstrates rapid growth with almost no state funding.

Despite the management's arguments, the question remains open regarding the balance between the benefits for programmers and their actual contributions to the country's budget. The deputies plan to continue monitoring the dynamics of the development of this sector of the economy.
