A draft law has been presented on the platform of the Jogorku Kenesh, initiated by Deputy Nurlanbek Sydygaliev. This draft law proposes amendments to the current legislation concerning the pension provision for military personnel.

The main changes pertain to Article 49, which regulates the application of regional coefficients to military pensions. According to the new draft, the increasing coefficients will be granted only to those military personnel who have served more than ten years in areas located at an altitude of 1,800 meters and above, rather than to all retirees living in such regions.

The introduction of the regional coefficient will serve as additional compensation for service conditions that are complicated due to the climate.

The authors of the amendments emphasize in the explanatory note that the main goal of these changes is to improve social support for military personnel, taking into account the risks and burdens associated with their service. They note that a pension should be viewed not only as a replacement for lost income but also as compensation for health damage and consequences caused by the hardships of military service.

If the amendments are approved, they will come into force on September 1, 2026.
