As part of this resolution, key instructions have been developed regarding the formation and execution of program budgets, as well as the monitoring and evaluation of their effectiveness. In addition, medium-term budget expenditure strategies and a new calendar plan for the budget process have been approved, which includes a list of government agencies required to prepare program budgets.
According to the innovations, the expenditures of executive authorities specified in the annex will be classified as programmatic and will be formed according to modern methodologies. The effectiveness of these programs will be monitored according to unified standards, and reporting will be carried out in accordance with new rules.
The Ministry of Finance has been tasked with integrating tools for the preparation, monitoring, and evaluation of program budgets into existing digital platforms, which will ensure more transparent management of public finances.
