Ainura was born in 1984 in the Issyk-Kul region. In 2006, she graduated from the Issyk-Kul State University named after Kasym Tynystanov, earning a degree in "Management in Tourism." Later, in 2017, she completed her master's degree at the Academy of Management under the President of the Kyrgyz Republic, specializing in "Public Administration."
Usenbekova began her professional career in 2005, working in the district state administration.
From 2010 to 2014, she held expert positions in the government apparatus and the presidential administration. From 2014 to 2016, Ainura was the head of the department for regulating licensing and permitting activities and analyzing regulatory impacts in the management of entrepreneurial regulation, as well as the head of the entrepreneurial regulation department of the Ministry of Economy of the Kyrgyz Republic.
From 2017 to 2018, she worked as the deputy head of the secretariat of the Council for Business Development and Entrepreneurship under the Speaker of the Jogorku Kenesh. In 2018-2019, she was the project coordinator for "Strengthening Capacity for Sustainable Development Financing in the CIS Region" within the framework of the UN Development Program in Kyrgyzstan.
From 2019 to 2022, Ainura held the position of head of the development monitoring sector in the department of strategic development policy, economy, and finance, and later became the deputy head of the strategic development and planning department of the President's Office of the KR. From 2022 to 2025, Usenbekova served as the acting Deputy Minister of Economy and Trade of the Kyrgyz Republic.
It was previously reported that Almaz Davletov became the deputy head of the Department of Sanitary and Veterinary Measures of the EEC. Almaz Abdekirov was also appointed as the deputy head of the Department of Macroeconomic Policy of the EEC.
