The draft contains several key proposals.
First of all, it is proposed to add a new direction of state policy concerning publishing to Article 2 of the law. The authors emphasize that books are an important part of cultural heritage, and despite a decline in interest in reading in recent decades, there is a growing interest in national literature. In this regard, support for publishing activities will be enshrined at the legislative level.
Additionally, provisions on scientific research and the application of modern technologies in the cultural sphere are introduced into the law.
Changes are also provided regarding creative orders that can be initiated by state bodies and local authorities. The list is being expanded, and now it will include works that reflect the cultural heritage of the Kyrgyz people, as well as national and global values.
Significant changes are also proposed in Article 44, which concerns international cultural exchange. The draft law introduces new areas for cooperation, including the production of cultural values, restoration of monuments, exchange of educational materials, and organization of international festivals. Furthermore, cultural organizations are granted new powers, allowing them to enter into contracts with foreign partners directly.
The justification for the draft states that the government has increased support for publishing and libraries in recent years. For example, in 2022, 25,000 books were purchased for a total of 5 million soms from the budget.
The developers emphasize that the implementation of this law will not require additional financial expenditures from the budget and does not pose risks in the areas of ecology, gender equality, or corruption.
