Ministry of Internal Affairs: Crime is Decreasing in Kyrgyzstan, Number of Offenses is Declining

In Kyrgyzstan, there is a trend towards a decrease in the crime rate, as confirmed by Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev during a meeting of the Jogorku Kenesh Committee dedicated to issues of law and order, judicial and legal aspects, combating crime and corruption.

Ashirkhodzhaev noted that both the number of criminal cases initiated and the number of accused individuals have significantly decreased. However, he added that most offenses are committed by individuals who already have criminal records.

The Deputy Minister emphasized that in current practice, if a person commits, for example, 10 thefts, they are fined each time. Nevertheless, if a new law is adopted, after two offenses, a stricter penalty will be applied for the third violation.

According to Ashirkhodzhaev, the return to the institution of recidivism could have a preventive effect, as in practice, the same individuals often repeatedly break the law.

During the meeting, the Committee also reviewed and approved in the first reading amendments to the codes aimed at restoring the institution of recidivism.
