The Return of the Recidivism Institute. The Federal Penitentiary Service Will Have to Build a Special Regime Colony
As stated in the draft law, convicts with special recidivism will be held in high-security institutions. The deputies were interested in whether the State Service for the Execution of Sentences (GSIN) has the resources to implement this plan.
According to Nurlan Sarchaev, currently, there is only one high-security colony operating within the GSIN system — this is Institution No. 19. "It is designed for 600 inmates, but at the moment, it houses 386 people. If the law is passed, we will be able to use this colony within its capacity; however, in the future, there will be a need to construct a new institution and address issues related to land plots and personnel resources," added the deputy head of the GSIN.
It should be noted that according to the draft law of the Ministry of Internal Affairs, recidivism of crimes implies stricter punishment measures. The General Prosecutor's Office noted that some provisions of the document may contradict the Constitution. During the public discussion of the draft law, several politicians and lawyers expressed their doubts and criticism regarding the Ministry of Internal Affairs' initiative.
