In Kyrgyzstan, state mining and licenses for the supply of virtual assets have been legalized
The law, which was approved by the Jogorku Kenesh on December 24, 2025, aims to improve state control in the field of virtual asset services, as well as to create stable and transparent conditions in the market for these assets in the country.
The law also provides for the possibility for the President of the Kyrgyz Republic to implement temporary pilot projects in the form of a special regulatory regime (so-called regulatory sandbox) in certain territories to test the legal regulation of public relations in the field of virtual assets and innovative technologies.
The authorized body responsible for implementing policy and regulation in the area of virtual assets will carry out licensing and issuance of permits in accordance with established goals and types of activities. The issued licenses and permits have a limited validity period, are personal, and cannot be transferred to third parties. To obtain a license for providing services in the field of virtual assets, legal entities must submit an application to the authorized body.
Furthermore, the law requires all those engaged in mining to register in accordance with the requirements of this law and other regulatory acts. Legal entities and individual entrepreneurs who successfully register will be able to engage in mining from the moment they receive the corresponding certificate.
