In Kyrgyzstan, a "state assignment" is being introduced in the field of public procurement

At a meeting of the Committee of the Jogorku Kenesh, which deals with finance, budget, and entrepreneurship, a bill "On Amendments to the Law on Public Procurement" was approved in three readings.

The Minister of Economy and Commerce, Bakyt Sydykov, explained that the purpose of this document is to ensure the effective use of budget funds at both the republican and local levels, as well as to optimize and simplify public procurement procedures.

One of the main innovations is the introduction of the concept of a state assignment in the field of public procurement, intended for the implementation of significant and strategic tasks. It is anticipated that the execution of such an assignment will be carried out through a civil law contract between the state customer and the contractor.

This mechanism of state assignment will allow for the acceleration of priority projects and reduce administrative costs in the procurement process.

It is also worth noting that the Law on Public Procurement was adopted in 2022. In recent years, authorities have raised the issue of the need to reform the public procurement system due to lengthy procedures, high bureaucracy, and problems with meeting deadlines for the implementation of state programs.

Previously, the Cabinet of Ministers proposed increasing opportunities for direct purchases and reducing the number of mandatory tenders, especially for strategically important and social projects.
