He reminded that at the people's kurultai on December 26, President Sadyr Japarov expressed concern about the low voter turnout in the recent parliamentary elections. The turnout on November 30, 2025, was only 36.9%, which is slightly higher than 34.61% in the previous elections in 2021.
Mamataliyev proposes to implement mechanisms to increase voter activity through various lotteries for those who participate in voting.According to the bill, all citizens of the Kyrgyz Republic who have reached the age of active voting rights and are registered at polling stations must participate in voting.
Exempt from the obligation to vote are:
- persons recognized as incapacitated;
- citizens over 70 years old;
- voters who are outside the country on election day;
- persons for whom voting is impossible due to force majeure (e.g., illness or natural disaster) with documented confirmation;
- military personnel serving in remote areas, employees of internal affairs agencies, as well as workers of enterprises with continuous operations, the list of which is approved by the Central Election Commission.
If a citizen did not vote and did not provide evidence of a valid reason within the deadline, they will receive an official warning from the CEC about the violation of civic duty.
Persons who systematically evade voting (three or more times) without valid reasons may be temporarily (up to five years) deprived of the following rights:
- to nominate themselves for elective positions;
- to hold positions in state and municipal bodies.
- discounts on payment for state and municipal services;
- additional points when applying for the state and municipal personnel reserve.
Territorial election commissions will have the right to organize lotteries.
