Income of KR Cabinet Members According to Declarations for 2024 and Why Tashiev and Niyazbekov Are Not There?

Every year, the State Tax Service of the Kyrgyz Republic publishes reports on the income and expenses of state and municipal officials for the previous year.
In these declarations, officials indicate their salary, additional sources of income, as well as information about real estate and movable property, including data about close relatives.

Adylbek Kasymaliev - Head of the Cabinet of Ministers

Daniyar Amangeldiev - First Deputy Head of the Cabinet

Declaration of Amangeldiev D. J.
Amangeldiev reported that his income amounted to 2,544,927.75 soms. He did not specify any expenses. He does not own a car, but has large and small livestock worth 4.86 million soms. Relatives reported an income of 1,175,470 soms.

Bakyt Ergyshevich Torobaev

The Deputy Head of the Cabinet and Minister of Agriculture Torobaev reported an income of 1,811,987.88 soms. No expenses were specified. He owns two houses (179 and 180 sq. m) and three plots of land with a total area of 0.7 hectares.
Relatives reported incomes of 7,272,130 soms, as well as ownership of a house (385 sq. m), an apartment (56 sq. m), and a non-agricultural land plot of 3,500 sq. m. Their previous incomes were higher, according to data from previous years.

Edil Zholdubaevich Baisalov

The Deputy Head of the Cabinet reported an income of 2,846,732.47 soms and owns a house of nearly 126 square meters. No other information about his property and relatives was provided.

Ministers

Minister of Justice of the Kyrgyz Republic Ayaz Bayetov reported an income of 2,385,665.44 soms and owns an apartment of 60 square meters. There is no information about the income of relatives.

Minister of Foreign Affairs Zheenbek Kulubaev reported an income of 6,689,508.12 soms in 2024, with no further details provided. Relatives own a car worth 603,000 soms, an apartment of 138 sq. m, and a land plot of 1,200 sq. m. Their incomes amounted to 3,267,395 soms.

Minister of Economy Bakyt Sydykov reported an income of 2,961,275.89 soms and an apartment of 48.4 sq. m.

Minister of Finance Almaz Baketaev reported an income of over 7 million soms (7,036,602 soms) and the ownership of a car worth 1.3 million soms. His relatives earned 5.5 million soms and own a land plot of 500 sq. m and a house of 246 sq. m.
Minister of Education Kendirbaeva Dogdurkul reported an income of 1,723,460 soms and owns four land plots with a total area of 3.36 hectares, as well as an apartment of 33.6 sq. m. Relatives have small livestock and horses worth 300,000 soms. Their income amounted to 445,000 soms, with significant expenses of 110,000 soms.

Minister of Labor Kanat Sagynbaev reported an income of 1,731,173.83 soms and owns capital structures with an area of 502 sq. m, a summer house of 500 sq. m, and a car worth 1.8 million soms. His close relatives have neither income nor property.

Minister of Transport Absattar Syrgabaev reported an income of 1,586,405.80 soms and a residential house of 569 sq. m. Relatives own a land plot of 0.06 hectares.

Ibraev Talaybek - Chief Energy Specialist of the Country reported the ownership of a residential house on a plot of 1,200 sq. m and an income of 2,783,154.19 soms. His relatives also have a house with a plot of 1,239 sq. m.

Head of the Ministry of Emergency Situations Azhikeev Boobek reported an income of 1,065,668.39 soms and the ownership of a house and an apartment (117.2 and 68.6 sq. m respectively), as well as a car worth 675,000 soms. There is no information about the income of close relatives.

Minister of Culture Mirbek Mabetaliev reported an income of 2,260,181.81 soms and a land plot of 1.1 hectares. His close relatives own a car worth 1.9 million soms.

Mashiev Meder - Minister of Ecology reported an income of 2,723,245.41 soms and the ownership of a land plot of 0.08 hectares, as well as livestock worth 3 million soms. Relatives earned more — 8 million soms, while spending 540,000 soms. They have a house of 90.5 sq. m, an apartment of 109 sq. m, and a car worth 540,000 soms.

Nurdan Oruntaev - Minister of Construction reported an income of 1,439,314.79 soms and ownership of land plots with an area of 2.4 hectares. Relatives reported an income of 2.3 soms, which they also spent. They own two cars with a total value of 2.3 million soms.

Absence of Reports

The declaration of the Chairman of the State National Security Committee and the Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Kamchybek Tashiev has not been published, as was the case last year.
Tax authorities publish on their website "consolidated data on the income, expenses, and property of individuals holding political, special, senior administrative state and municipal positions, as well as their close relatives, except for those ensuring national security".

As reported by Kaktus.media, employees of the State National Security Committee are required to provide declarations of their income and expenses, as stated in the law. However, according to the Law "On the National Security Bodies of the Kyrgyz Republic", employees of the State National Security Committee are not obliged to share this information publicly.
There is also no declaration from the Minister of Defense Ruslan Mukambetov, and information about the income and expenses of the Minister of Digital Development and Innovative Technologies of the Kyrgyz Republic Azamat Zhamangulov has not been provided, as he was appointed to this position only in 2025. The previous Minister of Digital Development Nuriya Kutnaeva reported her income for 2024, stating an amount of 1,797,655.57 soms, of which 500,000 was spent on major purchases. She owns two apartments and a land plot of 685 sq. m. Relatives of Kutnaeva reported an income of 660,000 soms, of which 400,000 was spent. They also have an apartment of 45 sq. m and a land plot of 0.06 hectares. Additionally, there is a car worth 320,000 soms and an unaccounted car with a book value of 24,000 soms.

The position of Minister of Science, Higher Education, and Innovations was also created only in 2025, so the declaration is currently absent.
The declaration of the Minister of Internal Affairs of the Kyrgyz Republic Ulan Niyazbekov has also not been published.
