The President has changed the Housing Code: a new post and biometric voting

Sadyr Japarov, the president of Kyrgyzstan, has approved amendments to the law "On the Regulations of the Jogorku Kenesh of the Kyrgyz Republic," as reported by the press service of his administration.
This law, adopted by the deputies on December 24, 2025, aims to improve the functioning of the parliament.
Among the main innovations is the creation of the position of the first deputy speaker of the Jogorku Kenesh. A limit is also introduced on the number of representatives from one faction or deputy group in parliamentary committees — no more than four people.
Furthermore, the law mandates the implementation of an electronic voting system with biometric identification features, which will use fingerprints and/or facial geometry. This system is expected to come into effect on January 1, 2027.
The adopted changes will take effect in accordance with established legislative procedures.
