Where the Money from "Beautiful" License Plates Will Go: The Cabinet Changes the Rules

The Cabinet of Ministers has updated the resolution regarding the management of funds accumulated in special and deposit accounts within the Unified Treasury Account.

According to the new decision, new items have been added to the list of sources of income and their usage directions. In particular, a clause regarding the allocation of funds for the development of civil aviation has been included in the annex to the document. Additionally, the mechanism for accounting revenues from the testing and hallmarking of precious metal products has been clarified, which will come into effect on September 29, 2025.

The list of bodies and agencies responsible for administering these revenues has also been expanded. The document specifies abbreviations and adds a new chapter that describes the types of funds credited to special accounts, including architectural and construction activities, housing and communal services, as well as water resource management and irrigation.
In a separate section of the resolution, the procedure for accounting funds received from the sale of state registration number plates with unique combinations of numbers and letters, as well as from personalized number plates, permits for tinting front side windows of vehicles, and the sale of used or canceled number plates is outlined. These provisions will take effect from January 1 to December 31, 2026.
Cabinet representatives emphasize that these changes are aimed at systematizing budget flows and increasing the transparency of their administration within the Unified Treasury Account.

The resolution will come into effect seven days after its signing.
