The Committee on Social Issues, Labor, Health, and Women's Affairs of the Jogorku Kenesh approved the draft resolution "On Providing State Educational Benefits to the Children of Mothers Awarded the Order of 'Batyr Ene'."
This project was initiated by deputies: Meder Chotonov, Ismanali Joroev, Bakhridin Shabazov, Nurjamal Torobekova, Zhyldyz Egenberdieva, Gulnara Baatyrova, Edita Taigaraeva, and Bolot Sagynaev.
Meder Chotonov emphasized that this resolution is designed to recognize the merits of mothers awarded the Order of 'Batyr Ene', as well as to implement constitutional principles of social justice. He noted the importance of ensuring equal access to education and raising the educational level of youth, which aligns with the state policy of supporting family and motherhood, as well as strengthening the institution of family in the country.
"As part of this project, it is proposed to provide children of mothers awarded the Order of 'Batyr Ene' with a state educational benefit of 50% for contract-based education when obtaining their first higher education," he added.
The committee also reviewed and supported the draft law on amendments to the Law of the Kyrgyz Republic "On Internal Migration" in the first reading.
The purpose of developing this draft law is to eliminate inconsistencies and clarify certain norms of the current legislation. In particular, it is proposed to recognize paragraphs 3 and 7 of Article 14 as invalid, as the documents mentioned in them (certificate from the military and the identification of a kayrylman) do not meet the requirements for the identification of a citizen and are not regulated by this law.
