The Cabinet approved a new charter for the Kyrgyz Aviation Institute named after I. Abdrayimov
In accordance with the new decree, funding for secondary vocational education at the institute will also be ensured based on budgetary standards per student. The State Agency for Civil Aviation has been tasked with developing standard regulations for students of this educational institution.
The decree comes into effect 15 days after its official publication.
Charter of the Kyrgyz Aviation Institute named after I. Abdrayimov
1. General Provisions
1. The Kyrgyz Aviation Institute named after I. Abdrayimov (hereinafter referred to as the Aviation Institute) is a state educational institution offering professional educational programs at various levels: higher, postgraduate, additional, secondary vocational, and general education.
2. In its activities, the Aviation Institute is guided by the Constitution of the Kyrgyz Republic, the Civil and Air Codes, the Law on Education, decrees of the President, and other regulatory acts, as well as this Charter.
3. The Aviation Institute is the legal successor of the Kyrgyz Aviation College named after I. Abdrayimov.
4. The founder of the Aviation Institute is the Cabinet of Ministers of the Kyrgyz Republic.
5. Overall management and coordination of the work of the Aviation Institute are carried out by the State Agency for Civil Aviation under the Cabinet of Ministers of the Kyrgyz Republic, which includes the Aviation Institute in its structure.
6. The Aviation Institute has the status of an independent institution in organizing the educational process, selecting personnel, and conducting scientific activities, regulated by the legislation of the Kyrgyz Republic and this Charter.
7. In terms of its organizational and legal form, the Aviation Institute is an educational organization with a seal depicting the state emblem of the Kyrgyz Republic and a logo in the state languages. The institute has an independent balance sheet and bank accounts.

11. The main goals of the Aviation Institute:

– to improve the qualifications and retrain specialists with higher education;

12. The tasks of the Aviation Institute:

– to integrate aviation education with an emphasis on the quality of personnel training and the effectiveness of scientific research.
3. Functions and Rights of the Aviation Institute
13. The Aviation Institute performs the following functions:
– implementation of educational programs of various levels;
– training and upgrading the qualifications of specialists;
– conducting scientific research in the profile of training.
14. In accordance with its special status, the Aviation Institute has the right to:
– independently implement educational programs;
– open bank accounts for the use of extrabudgetary funds;
– determine the internal structure and number of employees;
– appoint and dismiss the deputy director for academic work;
– establish the status and names of structural subdivisions, the order of their work;
– determine the share of funds for employee salaries;
– receive income from educational and scientific activities;
– manage property acquired with special funds;
– set tariffs for paid educational services;
– determine the number of students and the admission plan;
– conduct procurements according to internal rules;
– conduct educational activities without a license;
– issue internal acts and approve the teaching loads of teachers;
– conduct scientific research and participate in international projects;
– conclude contracts with foreign organizations and attract grants;
– organize events in the field of science and education;
– ensure compliance with legislation in its activities.
4. Educational Services and Their Provision
15. The Aviation Institute offers the following levels of training:
1) secondary general education;
2) secondary vocational education;
3) higher professional education;
4) postgraduate and additional education.
Training is possible in various forms, including full-time, part-time, evening, and distance learning.
The Aviation Institute implements educational programs in accordance with its own standards.
6. Admission, Transfer, and Expulsion of Students
16. Admission to the Aviation Institute, transfer, and expulsion of students are regulated by a special regulation approved by the Cabinet of Ministers of the Kyrgyz Republic.
17. Criteria for admission include the level of knowledge of the applicant and the results of testing.
18. Education for foreign citizens is carried out based on intergovernmental agreements and direct contracts.
19. Admission of students is conducted on a competitive basis.
20. Preferential categories of citizens are admitted without competition.
21. Student transfers are carried out during the holidays if there are vacant places.
22. Students may be expelled at their own initiative or for health reasons or transfer to another educational institution.
23. Expulsion at the initiative of the administration is possible in case of academic debt or violations.
24. Upon expulsion, a student is issued an education document and an academic certificate.

26. The management of the Aviation Institute is carried out in accordance with the legislation of the Kyrgyz Republic and the principles of decentralization.
27. Forms of co-management include a general meeting and various councils.
28. The director of the Aviation Institute is appointed in accordance with the legislation.
29. The director is responsible for the quality of education and the management of the institute.
30. The administrative staff includes deputy directors and heads of departments.
31. The Academic Council considers important issues of educational and scientific activities.

7. Board of Trustees
41. The Board of Trustees is established in accordance with the legislation and includes representatives of various organizations.
42. Council members perform their duties on a voluntary basis.
