University rectors relax abroad at the expense of contracts, - deputy on the need to limit the growth of contract amounts

At a meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, Deputy Kamila Talieva raised the issue of the need to impose restrictions on the cost of contracts at universities. She noted that there has been a sharp increase in tuition fees over the past two years.

Talieva reported that parents often approach deputies, concerned about the high prices for contracts. "Some rectors set inflated prices and then vacation abroad, using funds obtained from contracts. We have previously discussed the issue of fines, which remain in effect. Contracts are collected and used at the discretion of the rectors. I have already raised this topic, particularly regarding BatMU," she noted.

The Director of the State Agency for Antimonopoly Regulation, Zhenaly Orozbaev, added that since 2016, the education sector has been excluded from state price control. He reported that the agency is currently developing proposals, as in some universities, the cost of contracts has doubled—from 50,000 to 100,000-120,000 soms in just one year.

"We conducted an analysis and contacted the Ministry of Economy. For example, regarding the National University... we have the authority to check how the cost of educational services is formed. We demand the return of 23 million soms, as these funds were obtained unlawfully. The university named after Jusup Abdrakhmanov (AGUPKR) has also been ordered to return 13 million soms," he reported.

The deputy called on her colleagues to work together on this initiative and added that the parliament is ready to provide support.
