Kyrgyzstan to take a $50 million loan for schools in Bishkek and Chui region

On January 22, the Jogorku Kenesh approved in the first reading the draft law "On the Ratification of the Credit Agreement between Kyrgyzstan and the Saudi Development Fund for the project 'Construction of Public Schools' Phase 2," which was signed in Bishkek on October 9, 2025.

According to the justification, ratification is necessary to complete domestic procedures and bring the agreement into force.

Content of the agreement and its objectives

The Deputy Minister of Construction, Talantbek Imanakun uulu, reported that the project involves attracting 187,500,000 Saudi riyals, equivalent to 50 million US dollars, with a repayment term of 25 years. Of these, 5 years will be a grace period, and the interest rate is 1.5% per annum. The loan will be repaid twice a year.

The project facilities will be designed for student capacities ranging from 150 to 1,000 places.

Imanakun uulu added that the project implementation is scheduled to start in 2026, with completion expected in 2029, allowing for two years for construction and one year for the warranty period.

The main objective of the project is to ensure equal access to quality education and improve social infrastructure through the construction of public schools, he noted.

According to the justification report, the first phase of this project has already been completed: 30 educational institutions have been built in the country, providing 8,060 places, for which 30 million US dollars were allocated.
