The Deputy of the Bishkek City Council Proposes to Simplify the Procedure for Cutting Down Dead Trees in Bishkek
Addressing representatives of "Bishkekzelenhoz," Salymbekov inquired about the existing fines for unauthorized logging. In response, a representative of the agency explained that the amount of the fine depends on the species of the tree and its diameter, and the calculation is made based on a special formula.
The deputy provided an example where a dead tree could pose a threat to the safety of citizens or their property. He noted that in the case of independently cutting down such a tree, the fine could be up to 30,000 soms, and the representative of "Bishkekzelenhoz" added that such an amount is possible for a tree with a large diameter.
Salymbekov expressed dissatisfaction with the current procedure for approving the cutting of dead trees. In his opinion, "Bishkekzelenhoz" creates excessive bureaucratic obstacles by directing applicants to environmental services instead of making decisions independently.
The representative of the agency explained that they do not have the right to independently cut down trees. After drafting a report, "Bishkekzelenhoz" must contact the city environmental management for approval, and only after that can they obtain permission.
As a solution, Salymbekov suggested simplifying the process in situations related to dead trees. He believes that it is sufficient to draft a report and conduct video documentation, bypassing appeals to the environmental management. The deputy also noted that as early as last year, he urged "Bishkekzelenhoz" to take responsibility for this issue and to approach the mayor to simplify the procedure.
