In accordance with the Criminal Executive Code, specifically Article 135, Part 2, Clause 1, the State Penal Correction Service (GSIN) organized this event as a way to encourage inmates who have demonstrated good behavior and a diligent attitude towards education and work. The teenagers were given a unique opportunity to visit a culturally significant place outside the colony under the supervision of staff.
The head of the institution, Marat Sataev, emphasized that the state cares for children who have been deprived of proper upbringing. He believes it is important to instill the right values and behavior in them. According to him, nearly 90% of offenses are committed by minors in a state of emotional distress, and the remaining cases are influenced by their environment. Sataev also noted that purely punitive measures do not always yield positive results, as children may experience suicidal thoughts and need care and support. He added that merely being in a pre-trial detention center and the announcement of a sentence can be a serious stressor for a child.
According to Sataev, only those students who show positive changes in their behavior are allowed to participate in the outings. This time, 15 teenagers attended the event. "We need the others to strive for similar results," he noted.
Guide Bakyt Mambetaliev conducted a tour for the students, during which they learned about the history of Kyrgyzstan, including the tragic events of "Urkun" and the mass repressions during Stalin's time. The participants also visited the museum of the complex, where they were shown a documentary film about the history of "Ata-Beyit" and were informed about the significance of the memorial, urging them to love their homeland and remember the feats of their ancestors.
During the tour, the students laid flowers at the memorials for the victims of repression and at the grave of the outstanding writer Chyngyz Aitmatov. One of the teenagers recited a prayer from the Quran.
Then the tour continued at the "Taasim" complex, where the children were informed about the events of independent Kyrgyzstan, including the Tulip Revolution and the events of April 7, as well as the tragic Aksy events. They were shown the site where the remains of the victims of repression were found, where another prayer was recited.
Additionally, the students visited the burial site of the defenders of Kyrgyzstan who fell during the Batken events in September 2022, and they also laid flowers there.
To conclude the event, a small surprise was organized for the participants — they were given shawarma and soft drinks.
