A total of 238 cases of crimes against children were recorded. Most of the victims were registered in Bishkek (about 28.6 percent), in the Jalal-Abad region (15.1 percent), and in the city of Osh (13.9 percent).
The most common crimes against children were thefts (19.7 percent) and acts of violence.
In the structure of crimes against minors, 13.9 percent were sexual offenses involving individuals under the age of sixteen, while 9.2 percent were rapes and robberies.
Additionally, minors themselves committed 130 crimes, among which a third were thefts, as well as robberies (17.7 percent) and fraud (8.5 percent).
Vulnerability of Women and the Elderly to Fraudsters
At the beginning of 2026, women and the elderly became frequent victims of fraudsters. There were 2,085 crimes recorded against women, of which more than half (50.7 percent) were cases of fraud.
These offenses most often occur in large cities, with Bishkek accounting for 45.7 percent of all cases.
The situation with crimes against the elderly is similar: out of 248 registered cases, 40.3 percent were fraud.
New types of offenses have also been identified: 7.7 percent of crimes are related to the illegal transfer of electronic funds and SIM cards to third parties.
Bishkek also ranked first in the number of affected pensioners, making up 31 percent, followed by Chui (14.9 percent) and Issyk-Kul regions (12.1 percent).
Social Portrait of Offenders: Increase in Female and Youth Crime
In January and February 2026, law enforcement agencies identified 2,999 offenders, which is an increase of 6.3 percent compared to the same period in 2025.
Men still make up the majority of offenders (2,597 individuals), however, the number of crimes committed by women has increased by 15.5 percent, reaching 402 cases.
The highest growth in crime is observed among youth aged 18 to 24 — the number of offenders in this age group increased by 32.6 percent (to 680 individuals).
The number of crimes among teenagers (aged 14–17) has almost halved.
The social status of the majority of those detained raises concerns: at the time of committing the crime, 1,993 individuals were unemployed or not in education, which constitutes 66.5 percent of the total number of detainees.
