In 2025, more than 318,000 cases were filed in the courts of Kyrgyzstan, - Supreme Court

In his congratulatory message on the occasion of the Day of Judicial System Employees, the Chairman of the Supreme Court of Kyrgyzstan, Mederbek Satiev, highlighted the achievements of the judicial system for the year 2025. The press service of the Supreme Court reported this on March 5.

This year, the judicial system of Kyrgyzstan faced an increase in incoming cases, totaling over 318,000, which significantly exceeds the figures from 2024, when over 247,000 cases were reviewed. This indicates a growing trust of citizens in justice and the demand for the judicial system.

Satiev reported that in 2025, thanks to the initiatives of the judicial system, four new laws and 10 regulatory acts were adopted aimed at improving judicial proceedings and legal regulation.

Additionally, the Plenary Session of the Supreme Court carried out significant work. While three resolutions were updated in 2024, in 2025, 37 resolutions that had been in effect since 1991 were revised and updated, which helps in the unification of judicial practice.

One of the innovations was the introduction of a feedback system with citizens. Now, QR codes have been installed in courts, allowing people to evaluate the work of judicial staff and the process of hearings.

To enhance the transparency of justice, it is planned to start broadcasting court sessions online from January 1, 2026. Satiev instructed to expedite this process during his working trips to the regions.

He also noted that the implementation of the State Target Program for the Development of the Judicial System for 2021–2026 continues, while a new program for 2027–2030 is being developed in parallel.

As part of improving infrastructure, the budget of the Judicial Department has been increased. New court buildings are being constructed in the regions, construction for district courts is underway, and major repairs of the Supreme Court building have begun.

Satiev emphasized that since 2020, the salaries of judges have been increased in several stages, which contributes to strengthening the independence of the judiciary. Work is also ongoing to raise the salaries of staff in local court offices.

Reforms in personnel policy have been carried out in the judicial system: a commission has been created for the professional evaluation of judges' work, a reserve institute for candidates for first-instance judges has been introduced, and the rotation of judges continues.

Important steps have also been taken in the field of digitalization: document management has been fully transitioned to electronic format, integration of information systems is being carried out, and a pilot project for open video broadcasting of court proceedings is successfully being implemented.

The Chairman of the Supreme Court also noted the importance of international cooperation. Kyrgyzstan actively participates in the activities of the Economic Court of the CIS, where the country is represented at the level of deputy chairman, and in the coming years, the presidency will pass to Kyrgyzstan.

The Supreme Court of Kyrgyzstan also participated in the 20th meeting of the chairpersons of the Supreme Courts of the member countries of the Shanghai Cooperation Organization in China, where issues of cross-border disputes and the development of the legal environment were discussed.

In 2025, the Statute of the Conference of Supreme Courts of the member countries of the Organization of Turkic States was signed, uniting the highest judicial bodies of Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan for the exchange of experience and the development of legal dialogue.

Satiev also reported that the Deputy Chairman of the Economic Court of the EAEU, Aizhamal Azhybraimova, was awarded the Order of Friendship by the decree of the President of Russia, Vladimir Putin, for her contribution to strengthening cooperation between the countries of the Eurasian Economic Union.

The head of the Supreme Court emphasized that new challenges lie ahead for the judicial system, including the construction of Justice Houses in Bishkek and other regions, providing housing for judges and staff through state mortgage mechanisms, and completing the repairs of the Supreme Court building.

“Our main goal is to increase citizens' trust in the court. Every judge must make legal, justified, and fair decisions,” added Mederbek Satiev.
