The lawyer asks the president to take control of the case of the former director of the Department of Transport, Uezbaev.

At a press conference held on February 23 at AKIpress, lawyer Baktybek Jumashov expressed the opinion that the former director of the Department of Transport and Development of Road Transport Infrastructure of the Bishkek City Hall, Ulan Uezbaev, is being held in custody illegally.

He appealed to President Sadyr Japarov, Chairman of the Supreme Court Mederbek Satyiev, Prosecutor General Maksat Asanaliev, and Ombudsman Jamila Dzhamanbaeva to take control of the case.

The lawyer emphasized that Uezbaev was brought to criminal responsibility without sufficient grounds. According to Jumashov, the basis for initiating the case was the conclusion of a working commission engaged in the implementation of the Automated Traffic Management System (ATMS).

He noted that during the session of the Oktyabr District Court, most of the witnesses—members of the commission—expressed doubts about the conclusions contained in this report. "Almost all signatories do not support the conclusion and disagree that the actions of Uezbaev and other individuals constitute a crime," the lawyer explained.

Jumashov also pointed out that the investigator unjustifiably relies on the commission's conclusions. He analyzed the witness interrogations and concluded that they contain identical wording, indicating manipulation by the investigation. "The interrogation protocols cannot be considered admissible evidence due to violations in their acquisition," he added.

According to the lawyer, Uezbaev held a position in the department subordinate to the city hall. He reminded that during the court sessions it became clear that all actions related to the implementation of the ATMS were coordinated with the management, and there are protocols of numerous meetings.

Jumashov also drew attention to the fact that another defendant in the case was placed under house arrest, while the preventive measures for Uezbaev remained unchanged. "According to the Criminal Procedure Code, all participants in the process have equal rights. However, in this case, there is inequality, as one of the defendants had their preventive measure changed, while Uezbaev continues to remain in pre-trial detention," the lawyer noted.

He reported that the term of the preventive measure for Uezbaev was extended until February 5, 2026, and on that day they submitted a petition to change the preventive measure to house arrest. However, the judge extended the already outdated preventive measure, which, in Jumashov's opinion, requires intervention from the Prosecutor General and the President.

In addition, Uezbaev's relatives also appealed to the president with a request for his release.
