Lawsuits and Risk Zones: In Jalal-Abad, the Fate of Families Refusing Relocation is Being Decided
According to Chynarbek Shekenov, head of the regional emergency management department, courts are currently reviewing cases of 52 families who have received government support but still remain in unsafe areas.
In the region, 1009 families live in high-risk zones. The distribution by threats is as follows:
- 948 families are in areas with a high likelihood of landslides;
- 55 families live in landslide-prone zones;
- 6 families reside in areas where rockfalls may occur.
According to the department's data, measures are being taken to relocate residents from dangerous areas:
- 718 families have already received assistance in the form of preferential loans and land plots for building safe housing;
- 291 families have not yet received any support.
As Shekenov noted, despite regular notifications and provided resources, many families remain in hazardous areas. As a result, the issue of forcibly relocating these citizens is being addressed through the courts for their safety.
The Jalal-Abad region continues to be one of the most problematic areas in Kyrgyzstan in terms of natural safety. Out of 11,000 hazardous sites across the country, 1,020 are located here. Among them:
- 491 sites are prone to landslides;
- 471 landslide-prone areas;
- 21 zones where collapses and ground subsidence may occur;
- 37 sites with critical levels of groundwater rise.
The Ministry of Emergency Situations emphasizes that preventive measures and the issuance of directives are carried out regularly; however, legal proceedings are a last resort to protect citizens' lives.
