In the city of Osh, schemes related to manipulations in the design of parking lots for residential complexes were uncovered. As a result, several officials from the architectural service were detained.
According to information from the State Committee for National Security (GKNB) of Kyrgyzstan, design organizations and construction firms used schemes based on providing false data about the availability of parking spaces for residents. This data served as the basis for approving construction projects with the architectural authorities of the city of Osh.
Construction companies, aiming to gain financial benefits, built commercial facilities without providing residents with the necessary parking spaces.
Architectural officials, who were supposed to support the development of urban infrastructure and comfortable conditions for residents, effectively colluded with representatives of construction companies, which is a violation of their professional duties,” the statement notes.
As a result of such actions, systematic violations of legislation in the field of urban planning are observed in Osh, leading to delays in construction, dissatisfaction among investors, worsening transportation situations, and increased burden on urban infrastructure.
Based on the collected materials, the GKNB initiated a criminal case, within which the first deputy chief architect of Osh, T.Y.K., and architecture specialist T.Z.M. were detained and placed in a temporary detention facility.
Currently, investigative actions are ongoing to uncover corruption offenses in the field of urban planning in the city of Osh.
