In Bishkek, near mosques, the police are uncovering cases of coercion and fraud among beggars.
According to the press secretary of the District Internal Affairs Department, Almas Bekboeva, during the raid on Abay Street, a 77-year-old woman in a wheelchair was spotted asking for alms. Next to her was a QR code with bank details. The neighborhood police officers tried to find out if the elderly woman was on the street of her own accord and to whom the specified details belonged. In response, the woman had difficulty hearing and later explained that she needed money for an operation.
The law enforcement officers checked the QR code and found that it belonged to the woman's daughter. They contacted her and invited her to the scene. When asked why her mother was begging on such a cold day, the daughter replied that it was the first time they had resorted to this step.
As a result, both women were taken to the police station, where they explained that they needed the money for basic necessities.
A report was drawn up against the pensioner's daughter under Article 190 of the Code of Offenses of the Kyrgyz Republic, concerning violations of traffic rules by pedestrians. Similar documents were also prepared regarding other offenders.
"The police officers explained to the citizens the possible negative consequences of begging and the requirements of the legislation," added Bekboeva.
