The court issued a verdict against the vice president of the Chamber of Commerce and Industry in a criminal case regarding the purchase of a residential house. He was previously detained by the GKNB.

On December 16, 2025, the Talas City Court issued a ruling imposing a fine of 100,000 soms on the vice president of the Chamber of Commerce and Industry of Kyrgyzstan for abuse of official authority.
On November 5, the State Committee for National Security reported the detention in Talas of the vice president of the Chamber of Commerce and Industry N.N.E., the head of the department of the State Agency for Physical Culture and Sports B.Z.B., and the former deputy governor of the Talas region B.N.A.

According to the press service, during the investigation in the Talas region, it was established that officials of the State Agency for Physical Culture and Sports entered into a knowingly unprofitable contract.

As part of the preparations for the summer sports games "I am a Champion" in 2026, 17 million 500 thousand soms were allocated. However, 12 million soms of these funds were used to purchase a residential house, which was planned to be used as an administrative building for the management of physical culture and sports.

The valuation of this residential house, carried out with the help of the vice president of the Chamber of Commerce N.N.E., was intentionally inflated to 12 million 343 thousand soms.

According to an independent assessment, the actual value of the house is 7 million soms, resulting in damage to the state of over 4 million soms.

In this case, N.N.E., B.Z.B., and B.N.A. were detained and placed in the temporary detention facility of Talas.

The Chamber of Commerce and Industry stated that N.N. holds the position of head of the department for working with Chamber members and that his detention is not related to his official activities.

According to court documents, Nurbek [name changed A.N.N.] was appointed vice president of the chamber by order of President T.A.S. dated March 6, 2024, and committed a crime in violation of the interests of the service.

According to the resolution of the Cabinet of Ministers dated November 13, 2024, the powers for certifying appraisers were transferred to the Chamber of Commerce and Industry.

According to the investigation, Nurbek, knowing about the transfer of these powers, assisted N.B. due to family ties.

For the organization of the sports games "Men Champion" in May-June 2026, 17 million 500 thousand soms were allocated. Due to a lack of premises, it was decided to purchase an administrative building.

In the process of searching for and purchasing the building, B.Z.B. conspired with N.B. to acquire the house for an inflated amount of 12 million soms.

The investigation believes that B.Z.B. did not consider other options and obtained prior consent from N.B. to sell the house for 12 million soms.

To legalize the transaction, B.Z.B. invited appraiser A.B., who refused to inflate the value. After that, N.B. turned to another appraiser — K.T., who set the price of the house at 16 million 520 thousand soms.

However, this assessment was not accepted, as the appraiser did not have a qualification certificate, and permission for the purchase was not issued.

As a result, N.B. turned to Nurbek for assistance in obtaining a report from a certified appraiser, with the condition that the value should not be lower than 12 million soms.

Nurbek, knowing about his powers, abused his official position by organizing the preparation of an appraisal report with an inflated value of 12 million 343 thousand soms.

Based on this assessment, documents were prepared, and consent from government agencies was obtained for the purchase of the house for 12 million soms.

The purchase agreement was signed on September 18, 2025, and the house was acquired for 12 million soms.

At the same time, an independent appraisal organization determined the market value of the house to be 7 million 792 thousand 600 soms, resulting in damage of 4 million 207 thousand 400 soms to the republican budget.

According to case information, Nurbek fully compensated for the damage on November 20, 2025.

Nurbek was charged under Article 245 of the Criminal Code for abuse of authority.

During the pre-trial proceedings, he fully admitted his guilt and signed a procedural agreement on admission of guilt on December 3, 2025.

The agreement was approved by the court, and Nurbek confirmed his guilt at the hearing.

The state prosecutor supported the agreement and requested a fine of 100,000 soms.

The Talas City Court found Nurbek guilty and imposed a fine of 100,000 soms.

The measure of restraint in the form of house arrest was changed to a written undertaking not to leave, which will be lifted after the verdict enters into legal force.

Those who disagree with the verdict may file an appeal within 30 days.
