In the city of Kara-Kul, a man was detained on suspicion of torturing his ex-wife and two children.
During the event, it was emphasized that domestic violence should not be viewed as a "private matter," as it poses a serious threat to the safety of the population and society as a whole. The Prosecutor's Office of Kara-Kul reminded that there is a special legal framework in Kyrgyzstan to combat such manifestations.
According to the information from the prosecutor's office, the country's Constitution guarantees every citizen the right to life, health, honor, and dignity, as well as personal inviolability. Based on this, the law "On Prevention and Protection from Domestic Violence" was adopted on April 27, 2017.
This law classifies domestic violence into four types: physical, psychological, economic, and sexual. Victims have the right to temporary protective orders, placement in safe locations, and access to social assistance.
The Criminal Code and the Code of Offenses contain articles regarding responsibility for domestic violence. In some cases, a criminal case may be initiated, and punishment may include imprisonment. Additionally, corrective programs are provided for offenders.
In 2025, the prosecutor's office recorded 38 cases of domestic and sexual violence in Kara-Kul. Criminal cases were initiated in five of these instances, including battery, rape, and instances of psychological pressure on women.
On December 25, 2025, B.A., a resident of Kara-Kul, approached the prosecutor's office with a statement that on the night of December 9 to 10, her husband M.S. insulted her and struck her on the head and face, causing bodily harm. Following the investigation, a case was opened under Article 138 of the Criminal Code ("Torture").
Subsequently, on December 26, 2025, the investigation revealed that M.S. had previously committed violent acts against his ex-wife B.A. as well as their children — son A.T. and daughter N.T. As a result, he was charged with a new offense under Article 138 of the Criminal Code, part 3, paragraph 1 ("Torture against two or more persons").
On the same day, the Kara-Kul court imposed a preventive measure on M.S. in the form of arrest for two months, until February 25, 2026. Investigative actions regarding the case are ongoing.
The prosecutor's office also reported that under Article 70 of the Code of Offenses ("Domestic Violence"), protocols were drawn up only against 12 individuals. No cases were registered for violations of temporary protective orders or refusal to participate in corrective programs, indicating insufficient preventive measures.
Data from the prosecutor's office indicate that preventive measures were not conducted in full, control over compliance with protective orders was inadequate, and legal opportunities were used ineffectively.
In this regard, the prosecutor sent a representation to the leadership of the Kara-Kul City Department of Internal Affairs demanding measures to eliminate the identified violations and strengthen preventive work.
