According to information from the Patrol Police, on November 21, 2025, around 03:00, a Toyota Avalon was stopped on one of the city streets. The driver was Urmat Baiganaliev, who claimed to work in law enforcement. Despite this, the police officers issued a protocol in accordance with the law.
However, on December 9, 2025, the Oktyabrsky District Court of Bishkek ruled to acquit the detainee, with the reasons remaining unknown.
On January 31, 2026, a few weeks later, Patrol Police officers stopped the same Toyota Avalon again, and the same driver, who had been previously detained, was found to be driving under the influence of alcohol. Narcologists confirmed the driver's condition, and the case materials were sent to the relevant authorities for further investigation.
The Patrol Police noted that this incident is under special control. The agency intends to seek a legal assessment of Urmat Baiganaliev's actions to prevent impunity and affirm the principle of inevitability of punishment.
- By the way, the Jogorku Kenesh recently adopted a bill in the first reading to tighten responsibility for drivers for operating a vehicle under the influence of alcohol. If there are casualties as a result of a traffic accident, exemption from criminal liability through reconciliation with the victim becomes impossible. Stricter prison terms are also planned, and probation will be excluded for individuals convicted of serious traffic violations while under the influence of alcohol.
