According to the information from the agency, citizen Sh. A., born in 1994, filed a complaint with the Internal Affairs Department of the Moscow district. She reported that from December 27 to 29, 2025, unknown individuals deceived her into trusting them under the pretext of increasing her funds through Telegram and stole 152,000 soms from her, causing her significant material damage.
Based on this incident, a criminal case was initiated under Article 209-1 of the Criminal Code of the Kyrgyz Republic, which pertains to the intentional transfer or sale of electronic payment means, virtual assets, and SIM cards to third parties.
As a result of operational-search activities, police officers identified citizen Ch. B., born in 2003. It was established that he had previously issued an "Optima" bank card and sold its details through Telegram. This card was used by the perpetrators to steal funds from the victim. The detainee also provided access to his internet banking to outsiders, which is noted as a criminal offense in the report.
According to Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, Ch. B. was detained and placed in a temporary detention facility. The investigation is ongoing. The Internal Affairs Directorate of the Chui region reminds that the transfer of SIM cards, bank cards, and other electronic access means to third parties is a criminally punishable act.
