The GKNB has banned the CEO of Elite-Stroy-City LLC, Kasymzhanov, and the CFO Sultanov from leaving Kyrgyzstan due to delays in house construction.
Participants in the meeting included GKNB employees, the head of the Department of State Architectural and Construction Control at the Ministry of Construction, Architecture, and Housing and Communal Services, Ernazar Suerkulov, the head of the Osh City Department of Architectural and Construction Control, Orunbek Beyshebaev, the General Director of LLC "Elite-Stroy-City," Bekzhan Kasymzhanov, as well as company representatives.
A GKNB representative reported that due to delays in the construction of multi-story buildings at the address: Osh city, Tologona Kasymbekova St., No. 8A, dissatisfaction has arisen among the population. According to him, the country's leadership has instructed to take the issue under control and consider citizens' appeals. "We decided to conduct explanatory work with you. Due to your negligence, social tension has arisen," he said.
During the meeting, the company's financial director, Usen Sultanov, explained the delays, including financial reasons. "Speaking about our situation, our overall financial position is normal; we have funds for construction. The delay is related to the fact that at the initial stage, apartments were sold cheaply — many were sold at low prices. Our main clients are labor migrants. They did not pay on time, which created difficulties. Last year, the exchange rate of the ruble to the som remained at about 0.95 for a year and a half; people were waiting for the ruble to rise, and this caused payment problems. Overall, the amount of payments is large, and many are not paying. Perhaps people doubt that we will be able to complete the construction," he said.
The GKNB representative clarified by what deadline the company would be able to prepare the houses for occupancy.
"At the moment, we have already handed over 330 apartments for social housing. There are a total of 800 apartments. We are currently preparing one block with two entrances — we plan to hand it over in May," Usen Sultanov reported.
After listening to the reports from the company's representatives and the head of the architectural and construction control department, Ernazar Suerkulov, the GKNB representative instructed to expedite the completion of construction work.
It was also reported at the meeting that the travel ban has been applied to the General Director of LLC "Elite-Stroy-City," Bekzhan Kasymzhanov, the financial director, Usen Sultanov, and another company representative.
According to the database of the Ministry of Justice, the head of LLC "ELITE-STROY-CITY" is Kanatbek Abdilmamatovich Omorov, and the founder is Murzaly Abdijalilovich Saliev. The main type of activity is other construction and installation work not included in other groupings.
The company was registered on September 18, 2008, and underwent re-registration on April 17, 2024.
On January 26, a meeting was held at the Ministry of Construction, Architecture, and Housing and Communal Services based on a video appeal circulated on social media, with a representative of LLC "Elite-Stroy-City."
As reported by the ministry, during the meeting, issues related to the company's activities were discussed, and a number of instructions were given to responsible employees. It was announced that a special commission would be created to conduct a full inspection of all construction sites of LLC "Elite-Stroy-City" in the Osh region.
Moreover, until the completion of the inspection, the company will be temporarily prohibited from starting construction work on new projects.
Earlier, a video appeal from citizens who purchased apartments in the residential complex "Manas," being built at the address: Osh city, Kasymbekova St., 8a, circulated on social media. It was established that the appeal was filmed in the fall of 2025.
