According to her, the young man lost not only his apartment in the center of Bishkek but also his health. Elena decided to help him by arranging for him to stay in a shelter and also initiated a criminal case against the police officer who became one of the figures in the case.
She noted that Rysbek, who often visited her son, began to raise her suspicions when he started coming with a man of European appearance. Although they brought alcohol, they did not consume it themselves, citing the need to drive. Alexander, Elena's son, noticed that the alcohol had a strange aftertaste reminiscent of "bitterness of wormwood."
The woman was also puzzled by the fact that Rysbek, according to Alexander, knew details of his life that he had never shared.
Alexander's neighbor, Anwar, suggested he exchange his apartment with an additional payment, but the young man refused, emphasizing that he did not intend to part with the housing inherited from his parents.
Exchange for a room in a dormitory
As a result, Alexander found himself involved in a deal that led to the exchange of his two-room apartment for a room in a dormitory on Kolbaeva Street. On March 26, 2019, Rysbek and his companion came to Alexander again. By morning, he was in poor condition, showing obvious signs of alcohol intoxication. That day, he was taken to a notary opposite the State Registration Office, where he signed a power of attorney in Rysbek's name, allowing him to manage his property.
Elena believes that at that moment, Alexander's ability to understand the consequences of his actions was in question.
The very next day, March 27, 2019, a sales contract for the apartment was registered at the Bishkek Cadastre Office in the name of Rysbek's brother, Junusbek, based on the power of attorney.
"The documents were processed by the same notary with minimal time intervals. The transfer of rights from Alexander's grandmother to his mother and then to him occurred in just one or two days, raising doubts about the thoroughness of the notarial verification," added Chasova.
Investigation...
Thanks to Elena Chasova's efforts, a criminal case was initiated. Due to a conflict of interest involving the police officer, the case was transferred to the GKNB. The investigation process dragged on, investigators changed, but the main facts were established.Elena noted that Alexander Parfenov experienced the loss of his family, the loss of his home, and complete vulnerability, becoming homeless. But despite all the trials, he managed to survive.

"This story highlights how vulnerable people can be and how much indifference and a formal approach to investigations cost society. I hope that justice will prevail, and a legal assessment will be made regardless of ranks and positions," concluded Chasova.
