The rector of Chuy University considers the accusations of land appropriation to be unfounded.
Recall that on November 15, 2025, the State Committee for National Security (SCNS) initiated a criminal investigation under Article 222 ("Legalization (Money Laundering) of Criminal Proceeds") of the Criminal Code of the Kyrgyz Republic.
The investigation claims that a land plot of 1.1 hectares, allocated in Bishkek in 1994, was divided and sold, and that part of this land was used for purposes other than intended, which brought financial benefits to the family of the university's founder, the late Sultan Mambetkaliev. Currently, the rector of the university is his daughter, Cholpon Mambetkalieva.
During the inspection of the educational process, questions also arose about the actual number of students: while approximately 800 students were claimed, the investigation found that their actual number is significantly lower. As a result, measures have begun to redistribute students to other educational institutions, and the public will be informed about the progress of the investigation.
The founders' lawyer, Baktybek Jumashov, expressed his opinion on the current criminal case.
“The land plot was not allocated for free. Sultan Mambetkaliev purchased it for 80,250 soms, and this sales contract has not been disputed by anyone. This was not a ready-made business: he invested his own funds and efforts into it. The Mambetkaliev family does not use state property for personal gain,” noted lawyer Jumashov.
He also reported that complaints regarding the charges had been sent to the General Prosecutor's Office.
Cholpon Mambetkalieva emphasized that her father built the business over ten years.
“This is our property, we have all the necessary documents and notarized copies. Attacking an educational institution is sacrilege,” she stressed.
Conference participants expressed a request to President Sadyr Japarov to meet with them and listen to their concerns. The lawyer also called for the criminal case against his clients to be terminated.
