Court arrests former head of the "Cadastre" structure in a corruption case involving 4.5 hectares of land on the shores of Issyk-Kul.
In early September 2025, the press service of the State Committee for National Security (SCNS) reported the detention of T.A.K. as part of a criminal case related to the illegal recognition of ownership rights to a land plot of 4.5 hectares in the village of Chok-Tal, located in the Issyk-Kul region. According to the investigation, T.A.K. played a key role in the establishment of the agricultural cooperative "Demal" and actively participated in the illegal registration of rights to this valuable land plot, which is situated in the coastal zone of Lake Issyk-Kul.
The investigation established that T.A.K. acted with the support of interested officials, using forged official documents, which served as the basis for transferring state land into private hands.
On August 27, 2025, T.A.K. was placed in a temporary detention facility, and investigative actions are ongoing.
According to the case materials posted in the State Register of Judicial Acts, T.A. is accused of developing a criminal plan aimed at transferring a pasture land plot, which belongs to lands that are exclusively owned by the state, into private ownership of individuals under his command.
T.A. received a notification of being charged as a defendant under Article 336, Part 1 of the Criminal Code ("Corruption").
The Karakol City Court extended the detention period for the accused until the completion of investigative actions. T.A.'s lawyer disagreed with this decision and filed an appeal, stating that the corruption charges are unfounded and unproven, as her client has not received or requested any material benefits since the establishment of the cooperative.
The lawyer requested the court to apply a milder preventive measure for T.A., replacing detention with house arrest.
On October 15, 2025, the judicial panel of the Issyk-Kul Regional Court upheld the city court's decision.
The Ministry of Justice's registry indicates that the head of the agricultural cooperative "Demal" (commercial cooperative) is Malikaidarov Bakhtay Alimovich, and among the founders are Azhieva Gulmira Turistbekovna, Sazaev Temirlan Zholchubekovich, Sakiyeva Kanymgul Duyshievna, Isakov Tariel Melisovich, Suyunbaev Sultan Tabyldievich, Akzholtoev Kolbai Mukashevich, and Maksutov Talantbek Zhanibaevich.
The main area of activity of the cooperative is crop production combined with livestock farming. It was registered on January 14, 2008, and underwent re-registration on August 16, 2012.
In the village of Chok-Tal, there is also a guest complex with cottages that bears the same name.
