New Details Emerge in the Case of the Head of the Ministry of Internal Affairs Security Service in the City of Balykchy, Detained by the State Committee for National Security
According to data from the State Register, the investigative authorities initiated a criminal case concerning the collection of funds by the head of the city of Balakchy's security department, D.T.I., M.R.R., and other individuals, based on Article 342, Part 2, Clause 4 of the Criminal Code, which pertains to "Receiving a bribe committed by a group of individuals by prior conspiracy."
As reported by the press service of the GKNB on December 16, 2025, police colonel A.T.A. had been involved in a system of collecting money from employees of the city of Balakchy's security department through D.T.I. and his accomplice since 2024.
“The systematic collection of funds was carried out in the form of rewards for security services outside of working hours,” the GKNB explained.
According to the state committee, the arrest took place on December 10, and the investigation continues to seek other guilty parties among the Ministry of Internal Affairs employees.
It was revealed that Ramina [name changed M.R.R.] is also involved in the case, who is accused under Article 344, Part 2, Clause 2 of the Criminal Code for "Mediation in bribery." The signs of the crime include actions related to the transfer of a bribe on behalf of the parties or assisting in an agreement to transfer a bribe.
The Karakol City Court reviewed the materials of the case concerning Ramina and concluded that this case falls under the jurisdiction of the Balakchy City Court of the Issyk-Kul region, as the crime was committed in Balakchy.
According to Part 1 of Article 273 of the Criminal Procedure Code, cases must be reviewed in the court of the place where they were committed. If the judge determines that the case does not fall under his jurisdiction, he transfers it to another court.
Thus, the Karakol City Court decided to transfer the materials of the case to the Balakchy City Court. The preventive measure concerning the accused remains unchanged — detention until a decision is made by the Balakchy City Court in accordance with Article 277 of the Criminal Procedure Code.
A private complaint or submission regarding the decision can be filed with the Issyk-Kul Regional Court within 10 days.
