Customs officers of Kyrgyzstan revealed cases of inaccurate declaration of vehicles imported from China

During the monitoring of the software of the EAIS, employees of the Main Department for Combating Smuggling discovered cases of inaccurate declaration of vehicles imported from China for LLC "M.". These actions violate the customs legislation of both Kyrgyzstan and the Eurasian Economic Union.

The analysis of accompanying documents and data on the vehicles confirmed the presence of violations.

Thus, on May 5, 2025, a FAW JIEFANG cargo truck arrived at the "Naryn" customs post. The documents indicated a production year of 2020.
However, according to the international standard ISO 3779, the tenth character of the VIN — the letter "K" — indicates that the vehicle was manufactured in 2019. The amount of customs duties for processing "release for domestic consumption" was 231,591 soms.

On June 14, 2025, a C&C Trucks concrete mixer was imported for LLC "M.17" with a declared production year of 2020 in the documents. However, the inspection showed that according to ISO 3779, the tenth character of the VIN — the letter "H" — corresponds to 2017. The total amount of customs duties was 426,704 soms.

On August 1, 2025, concrete mixers from SANY were delivered to the company under transit declarations, for which the documents indicated a production year of 2018. The amount of customs duties for this case amounted to 1,742,522 soms.

On February 16, 2026, a KOMATSU crawler excavator arrived at the "Naryn" customs post, with the documents indicating a production year of 2023. However, according to the ISO 3779 standard and the Decision of the Board of the Eurasian Economic Commission dated July 7, 2025, No. 64, the tenth character of the VIN — the letter "J" — indicates 2018. On February 19, 2026, the recipient submitted a package of documents for customs clearance. The amount of customs duties was 942,885 soms.

The collected materials regarding the above-mentioned facts were transferred to the Investigative Department of the State Customs Service. As a result of the conducted activities, 3,343,704 soms were recovered for the budget of the Kyrgyz Republic.
