President of the Kyrgyz Republic Sadyr Japarov signed a decree "On measures to improve the conditions for the remuneration of certain employees in the budget sphere."
This decree aims to improve working conditions and provide material incentives for budget employees, based on Articles 66 and 71 of the Constitution of the Kyrgyz Republic.
The decree includes the following key points:
1. From April 1, 2026:
– an increase in salaries with rounding and the introduction of a presidential compensation payment of 15,000 soms for employees in the education, healthcare, culture, sports, and social protection sectors, whose working conditions are regulated by decisions of the Cabinet of Ministers, excluding technical and junior support staff;
– the introduction of a presidential compensation payment of 5,000 soms per position for technical and junior support staff, as well as for civilian and contract personnel in law enforcement agencies and the Armed Forces.
2. From September 1, 2026:
– an increase in allowances for quality, complexity, and performance results up to 50% of the official salary for employees of state bodies and local self-government;
– a presidential compensation payment of 15,000 soms for employees of subordinate and territorial divisions of state bodies, excluding a number of institutions such as law enforcement agencies and the Armed Forces.
3. The Cabinet of Ministers of the Kyrgyz Republic:
1) must take measures arising from this decree;
2) make amendments to the Law of the Kyrgyz Republic "On the Republican Budget for 2026 and the planned period of 2027-2028" in the established manner.
4. Control over the implementation of the decree is entrusted to the Department for Monitoring the Execution of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
5. The decree comes into force from the moment of its official publication.
