The Speaker of the State Duma Discussed Migration Issues and Inter-Parliamentary Cooperation with the State Duma of the Russian Federation
During his official visit to the Russian Federation, the Speaker of the Jogorku Kenesh, Marlen Mamataliyev, held talks today with Vyacheslav Volodin, Chairman of the State Duma of the Federal Assembly.
According to the parliament's press service, the discussion covered issues in the political, economic, and cultural spheres, as well as future prospects for inter-parliamentary cooperation.
Mamataliyev noted that interaction between the Jogorku Kenesh and the Federal Assembly is carried out through bilateral commissions, specialized committees, and international organizations.
“We have significant potential for deepening cooperation in key areas such as energy, investment, transport, industry, and agriculture, as well as in the field of cultural and humanitarian ties,” he added.
The Speaker also raised several important issues:
- migration, which should be safe, legal, and orderly;
- digital accounting “Amina”;
- medical insurance for working families;
- exemption of children from testing;
- simplification of extension of stay;
- preservation of benefits for carriers within the EAEU.
He also explained in detail the main areas of interaction in the field of migration.
“Firstly, we are interested in safe and legal labor migration, as well as in protecting the rights of citizens. Secondly, the positive experience of using digital accounting through the “Amina” application in Moscow and the region shows the need for its expansion to other regions, including children. There are also certain difficulties with the program, especially regarding printing and registry issues,” Mamataliyev noted.
Thirdly, according to him, the issue of access for working families to the system of mandatory medical insurance remains relevant, and it is important to develop a mutually acceptable solution in accordance with EAEU practices.
“Fourthly, we propose to exempt children of Kyrgyz citizens from language testing when entering Russian schools, taking into account the status of the Russian language and existing practices. Fifthly, problems with extending stay periods remain, so we request assistance in simplifying procedures and developing a mechanism for exclusion from the registry of controlled persons without the need to leave Russia,” he added.
“Finally, we express concern over new migration initiatives that include shortening stay periods and tightening conditions. We consider it important to maintain existing preferences for citizens of EAEU countries and support the extension of stay periods for international carriers,” concluded Mamataliyev.
Volodin, for his part, emphasized the need to use various formats of cooperation and to further contribute to the development of bilateral relations.
“Although the dynamics of relations are determined by the heads of state, we also need to do everything possible to legally ensure the agreements reached and make additional efforts to develop cooperation. We have found joint solutions even in the most complex issues,” he noted.
“We strive to strengthen relations through dialogue, as this creates a foundation of trust, which in turn contributes to development. Notably, over the past year, trade turnover has increased by more than 25%, which is an excellent result. Russia occupies one of the key places in partnership with Kyrgyzstan in this area,” Volodin added.
After the official meeting, specialists and heads of departments were engaged to develop final decisions on the discussed issues.
