The Antimonopoly Service of Kyrgyzstan Opposes the Ministry of Energy's Initiative on Electric Charging Stations

The Antimonopoly Service of Kyrgyzstan, in response to inquiries from participants in the electric charging station market, reports on conducting an analysis of this sector in accordance with the directive from the Presidential Administration.

The objectives of this analysis include:

* assessing the competitive environment in the market;

* identifying potential barriers to entry for new participants;

* studying the tariff structure and its economic basis;

* preventing unfair competition.

Regarding the temporary suspension of issuing technical conditions for connecting new electric charging infrastructure facilities to electrical networks and architectural and technical conclusions for installing charging stations on municipal land plots, the antimonopoly service emphasizes that the market analysis process also involves assessing administrative and infrastructural barriers that may hinder competition. Based on the data obtained, recommendations for their elimination will be developed.

One of the main tasks of the Service is to prevent monopolization in this area. All regulatory acts that may provide advantages to certain participants are subject to careful analysis for compliance with antimonopoly norms. In this regard, the Service rejected the draft resolution of the Cabinet of Ministers, which was initiated by the Ministry of Energy of the Kyrgyz Republic.

Thus, all actions of the Service are aimed at creating a competitive environment and protecting consumer interests.

Previously, operators and owners of electric charging stations (ECS) sent an open letter to President Sadyr Japarov and Speaker of the Jogorku Kenesh Marlen Mamataliev, requesting protection for their industry from artificial barriers and potential monopolization.

The letter notes that since 2021, the private sector has independently developed the core infrastructure for electric vehicles. Entrepreneurs have invested their own and borrowed funds, installing about 500 charging stations across the country. As a result, by 2025, 15,278 electric vehicles are registered in the republic, which accounts for 0.8% of the total number of cars.

The development of the ECS network contributes to reducing smog in Bishkek and decreasing carbon dioxide emissions. As part of the state program for the development of a green economy, it is planned to install 1,000 charging stations by 2029, and the private sector has already implemented half of this plan, as stated in the letter.

However, entrepreneurs are currently facing "unprecedented pressure" from the system.

Tariff Issues


The antimonopoly service demands a reduction in charging service tariffs while ignoring the financial costs and debt obligations of businesses, as well as bureaucratic complexities (obtaining documents for one location takes more than six months).

Access Denial to Networks


According to information from the letter, the Ministry of Energy has given verbal instructions to energy companies to cease issuing technical conditions for connecting new infrastructure facilities.

Blocking Permits


Since February 23, 2026, the Bishkek City Hall and the Cabinet of Ministers have instructed relevant services to suspend the issuance of documents for the installation of charging stations on municipal lands. This creates obstacles for doing business and threatens layoffs of employees, as well as a reduction in tax revenues.


ECS operators emphasize that it is the local business that has been the pioneer of this industry. They urge the authorities to intervene in the situation, ensure equal conditions for competition, and organize a meeting involving officials and investors.
