Ibraev emphasized that to effectively address this issue, it is important to understand the nature of these restrictions. He noted that it is necessary to determine whether the barriers are related to institutional or administrative aspects, or if they arise from the actions of specific authorities.
“It is essential to get to the heart of the barriers, identify their sources, and understand how much they are linked to shortcomings or institutional issues,” he added.
Despite the successes achieved in integration, according to Ibraev, there are still elements that remain unfinished and negatively affect the perception of the union's work by businesses.
He also pointed out that even one remaining barrier can cause delays in cargo transportation and lead to financial losses, especially for goods with a limited shelf life.
In his opinion, the responsibility for eliminating these barriers lies with the government authorities, which must ensure coordination of actions between the EAEU member states.
“It is extremely important not only to eliminate barriers but also to institutionalize the solutions reached so that they have a permanent nature,” Ibraev concluded.
