The Ministry of Construction of Kyrgyzstan spoke about the cemetery and the 4-story construction site in the village of Orto-Sai.

In its statement, the Ministry of Construction of Kyrgyzstan indicated the following:

The Main Department of Urban Planning and Architecture in Bishkek, acting in accordance with official documents and archival information from government agencies, confirmed that the cemetery in question was closed, according to a certificate issued by the Tash-Töbö Ayil Okmotu in 2018. Based on this document and in accordance with the legislation, the project materials were approved, and a construction permit was issued. The construction of a 4-story residential building on Imanaliyev Street began in 2024.

According to current sanitary regulations, the minimum distance for the sanitary protection zone of closed cemeteries is 50 meters.

Topographic measurements showed that the distance from the construction site to the cemetery is between 60 and 70 meters. Thus, the information circulating on social media that the construction is taking place 30 meters from the cemetery is not true.

Furthermore, questions have arisen among the public regarding the status of the cemetery: previously considered closed, it is reportedly being used again. It is important to note that the determination of the cemetery's status and its future fate falls under the jurisdiction of local self-government bodies.

The Bishkek Main Department of Urban Planning and Architecture, when issuing permits, was guided by the documents in force at the time of consideration and compliance with the norms of legislation.
