Sadyr Japarov: We promised the people to work honestly and eradicate corruption

Today, March 11, President of Kyrgyzstan Sadyr Japarov participated in the oath-taking ceremony of new members of the Cabinet of Ministers at a parliamentary session, where he also addressed the deputies of the Jogorku Kenesh.

In his speech, the head of state raised important topics such as personnel policy, education development, digitalization of public administration, combating corruption, and issues of public unity.

Japarov reminded of a recent incident in parliament when some deputies attempted to divide them into "that side" and "this side." He emphasized: "We managed to stop this in time. You are the elected representatives of the people, and if you behave this way, what remains for ordinary people? We should avoid such actions, as they undermine statehood," he added.

The president noted that significant work has been done in recent years to eliminate divisions that have existed in the country for many years.

“I am firmly determined to put an end to this division, which has been relevant for a long time. Over the past five years, such splits have significantly decreased. In particular, a rotation of akims, judges, and civil servants has been carried out, which is yielding positive results,” the president noted.

Sadyr Japarov also announced plans to implement similar principles in higher education.

“If everything goes according to plan, starting next year we will begin the rotation of students. Of the 10,000 budget places, 5,000 will be distributed between the north and the south. Students from the north will study in the south, and southerners will study in the north,” he explained.

The launch of the program was initially planned for an earlier date, but due to a lack of funding, its implementation was postponed for a year.

“We encountered a slight funding shortfall, as large international events are being held in the country. Therefore, the project has been moved to next year. The construction of modern student dormitories is planned in seven regions, as well as in Osh and Bishkek,” the president added.

He also emphasized the importance of training personnel for governance, highlighting the significance of the "Akyiman" school.

“Graduates of the 'Akyiman' school will not be left without work after completing their studies at universities. If there are no vacancies, we will free up places for them by retiring those who are due. The state invests billions in their education, as we strive to prepare highly qualified personnel,” said S. Japarov.

The president also discussed issues related to combating corruption, emphasizing the importance of continuing anti-corruption policies.

“Recently, we were looking for a candidate for the position of Minister of Emergency Situations: out of ten proposed individuals, nine were recognized as 'corrupt.' I asked the question: are there any worthy candidates for ministers left in Kyrgyzstan? We promised the people to work honestly and eradicate corruption. This is our oath,” he noted.

Additionally, the president emphasized the need to accelerate the process of digitalizing public administration, including the work of parliament.

“If we do not transition to an electronic parliament, we will spend too much on paper and other resources. Since 2020, 65 tons of A4 paper have been used,” the president added.

In this regard, he proposed to transfer the work of parliament to an electronic format.

“Let’s provide deputies with tablets and laptops to create an electronic parliament. Forget about paper and pens – this time demands modern solutions. Developing countries started doing this 30 years ago,” the president concluded.

Then Sadyr Japarov answered questions from the deputies of the Jogorku Kenesh regarding the socio-economic development of the country, the implementation of state programs, and key directions of state policy.
