
Ulugbek Yereshayev, an expert in public administration, emphasized the importance of forming an effective reserve of qualified managers. In an interview with IA "Kabar," Yereshayev noted that a sound personnel policy is a key factor in the fight against corruption.
“When the president asserts that 90% of candidates for government positions may be involved in dubious affairs, it becomes a troubling signal for society, which is expecting changes and reforms. Although it may be uncomfortable to discuss, it is important to recognize our mistakes in order to correct them later. Corruption threatens not only the fulfillment of tasks but also citizens' trust in the authorities,” he stated.
According to the expert, a personnel reserve consisting of highly qualified specialists can be viewed as a "bench of substitutes" for the government. In case there is a need to strengthen a specific area, several candidates with impeccable reputations can be proposed to replace the outgoing leader. This will ensure a quick and effective replacement of the minister, thereby eliminating the problem of personnel shortages, which is particularly relevant in light of the ambitious tasks facing Kyrgyzstan,” concluded Ulugbek Yereshayev.
