Erlan Kokulov, a deputy of the Jogorku Kenesh, addressed President Sadyr Japarov with a request to restore the authority of deputies in the eyes of ministers. The president responded promptly to this.
“We do not approach ministers with personal problems, but with issues concerning the people. However, ministers are not always ready for meetings, and we have to wait in the corridors of ministries,” Kokulov expressed his dissatisfaction.
In response, Sadyr Japarov noted that the decline in the authority of deputies is not related to the actions of the president or ministers, but to the behavior of the parliamentarians themselves.
Sadyr Japarov stated: The image of elected representatives is deteriorating not because of the ministers or me, but because of the deputies themselves.
“You disgrace yourselves by discussing insignificant issues. How can the people respect you then? Deputies should raise important topics,” the president continued, addressing the assembly in parliament.
“Instead of addressing the pressing problems of the people, deputies raise trivial issues and focus on minor details. Sometimes elected representatives approach ministers with personal matters. But if a deputy represents the interests of the population, ministers should be ready to find time for discussion,” he added.
The president instructed ministers to meet with deputies out of turn, but only on matters of state importance.
Sadyr Japarov also called on deputies for more cohesive work with the cabinet of ministers, which he emphasized at the Jogorku Kenesh meeting.
He noted that not everything goes smoothly and that there are certain shortcomings.
“The government also makes mistakes; there may be shortcomings in draft laws. If there are such deficiencies, they need to be corrected. Call the authors and hold discussions, then everything will fall into place. Last time, deputy Dastan Bekeshev opposed a draft law, and at his request, one paragraph was excluded. I asked what the issue was. The Minister of Internal Affairs explained that it is a good draft law and that perhaps the deputy did not fully understand its essence. I told them to explain it to Bekeshev. As a result, he was invited to 'Yntymak Ordo,' and within an hour, all questions were resolved. As a result, Bekeshev will himself submit this draft law for the second reading,” Japarov noted.
