The Ministry of Internal Affairs of the Russian Federation clarified the rules for using vehicles with Kyrgyz license plates in Russia

Recently, there has been an increased number of cars with Kyrgyz license plates on Russian roads.

However, the drivers of such vehicles are often not citizens of Kyrgyzstan, but Russians. Advertisements for the "profitable" import of cars from Kyrgyzstan using various schemes are actively posted online. Some of these offers include temporary registration of vehicles in Kyrgyzstan or obtaining a general power of attorney from a citizen of the republic.

Officials from the Ministry of Internal Affairs of Russia emphasize that vehicles registered in the countries of the Eurasian Economic Union can legally participate in road traffic in Russia if all applicable laws are followed.

“A mandatory condition for participation in road traffic is the presence of a valid OSAGO insurance contract indicating the name of the driver operating the vehicle. Cars registered in the EAEU, including Kyrgyzstan, can be used in Russia without temporary importation,” the Ministry of Internal Affairs reported.

The agency also noted that if a vehicle is planned for permanent use in Russia, it must be registered with the State Traffic Safety Inspectorate.

For registration, an electronic vehicle passport with a current status of "active" will be required.

The Ministry of Internal Affairs also commented separately on the use of vehicles with foreign license plates that are driven under a power of attorney.

“Vehicles registered with foreign license plates can legally move across the territory of Russia. A driver operating such a vehicle based on a power of attorney is not required to register it with local divisions of the State Traffic Safety Inspectorate,” representatives of the Ministry of Internal Affairs stated.

Nevertheless, the ministry warns that all property risks associated with the possible cancellation of the power of attorney, its revocation, or claims from the vehicle owner are borne by the person who is actually operating the vehicle.

The Ministry of Internal Affairs also recommends carefully checking all documents for the vehicle before use to avoid legal problems and misunderstandings in the future.

It should be remembered that different regions of Russia may have their own specific rules regarding the registration and operation of vehicles with foreign license plates. Therefore, it is advisable to familiarize oneself with local laws before traveling.
