“This leads to significant additional costs for exporters: payment for loaders, transportation expenses due to delays that can last up to two days, as well as losses in case of loss of part of the goods,” she explained.
The deputy asked the first deputy chairman of the Border Service, Marat Maralbaev, where exporters could turn for a quick resolution of such issues.
In response, Maralbaev stated that he would prepare written clarifications, as the problem affects not only the Border Service. He added that the inspection process is also influenced by veterinary requirements and regulations established by the Kazakh side.
Mavlyanova emphasized that the number of exporters of seedlings in Kyrgyzstan is small, and the difficulties arising require the attention of the Cabinet of Ministers.
Additionally, Maralbaev noted that the Ministry of Foreign Affairs has a duty service, the contacts of which can be found on the official website of the agency.
“We are members of the EAEU, and within the framework of this union, there should not be such problems at the borders,” Mavlyanova added.
On that day, the deputies also discussed in the second reading the draft law “On the Ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in Bishkek.” Following the discussion, the bill was adopted in the second reading.
