In Kyrgyzstan, the possibility of mass retaking of driving license exams is being discussed, which has drawn criticism from deputy Seyidbek Atambaev. He commented on the draft law from the Ministry of Internal Affairs regarding the verification of knowledge of traffic rules for drivers who have committed certain offenses, reports akipress.
The document is currently under consideration in parliament for its first reading. It proposes to implement a mechanism for mandatory verification of knowledge of traffic rules for drivers who have committed specific offenses.
Atambaev noted that the project does not specify clear details on how this procedure will be conducted. "The procedure is completely transferred to the level of the Cabinet of Ministers, and the code does not outline the main guarantees — deadlines, number of retake attempts, and the procedure for appealing the results. This could lead to legal uncertainty," he said.
In addition, the deputy criticized the provision that temporarily suspends the right to drive if the exam is not passed within 60 days. "What will happen to those who depend on driving as a source of income? Among drivers, there are people on probation and those who have already served their sentence. Will they be left without a means of livelihood?" Atambaev questioned.
He also expressed doubts about the readiness of services to organize retaking. "Just look at the situation at Chuy - Panfilov, where there is a shortage of traffic controllers. There are constant traffic jams at the Osh market. How do you plan to organize mass retaking?" he added.
Deputy Minister of Internal Affairs Oktobyr Urmambetov responded that the project does indeed contain a procedure allowing drivers to contest violations. "If a driver disagrees with the violation, the protocol is not immediately drawn up. They have the opportunity to appeal to a special commission to protect their rights. After the commission's decision, a ruling is issued, based on which an exam may be scheduled," he noted.
Urmambetov also added that work on improving traffic organization continues.
Atambaev expressed the opinion that the draft law may meet with negative reactions from the public. "If you think about it, this will lead to mass retaking of exams. We are trying to make life easier for people, and you are, on the contrary, proposing a law that complicates the situation. Society may perceive this incorrectly. I believe I will be against this law," he concluded.
