The Cabinet approved the conclusion to the CIS Agreement on International Controlled Delivery
According to the conclusion, this document fully complies with the Constitution and legislation of Kyrgyzstan and does not violate existing international agreements. As stated, the implementation of this Agreement will contribute to improving the exchange of operational information and conducting joint activities aimed at countering the illegal movement across borders of controlled items, including drugs, weapons, cultural, historical, and artistic values, as well as other prohibited or restricted goods.
The Ministry of Internal Affairs of the Kyrgyz Republic has been designated as the responsible authority for the implementation of this Agreement. The conclusion will be sent to the Jogorku Kenesh of the Kyrgyz Republic.
The document also notes that ratification will not lead to negative consequences in the financial and economic sphere and will not require additional expenditures from the state budget.

of the Cabinet of Ministers of the Kyrgyz Republic
to the Agreement on the procedure for organizing and conducting international
controlled delivery by the competent authorities of the states –
participants of the Commonwealth of Independent States,
signed on October 10, 2025, in Dushanbe.
The Agreement, signed on October 10, 2025, in Dushanbe (hereinafter referred to as the Agreement), complies with the norms of the Constitution and legislation of the Kyrgyz Republic and does not contradict international agreements that are in force according to established legal procedures, of which Kyrgyzstan is a member.
The draft Agreement was approved by the Resolution of the President of the Kyrgyz Republic dated April 10, 2025, No. 119.
The Agreement stipulates that its implementation will contribute to the establishment of a sustainable and effective system of interaction between the competent authorities of the CIS states, the expansion of operational information exchange, as well as the conduct of joint activities in response to modern challenges and threats, including crime in the area of illegal movement of controlled items across borders, and the formation of effective mechanisms in the field of international controlled delivery to combat the illegal trafficking of drugs, weapons, cultural, historical, and artistic values, as well as other prohibited or restricted goods.
The ratification of the Agreement will provide Kyrgyzstan with the development of new forms of cooperation between the competent authorities of the CIS states, which will significantly enhance the effectiveness of interaction in the field of international control over the movement of goods and substances whose circulation is restricted or prohibited, and will also contribute to regional security.
Since the draft Agreement does not contain provisions prohibiting reservations or allowing only certain categories of reservations at the stage of coordination, in accordance with paragraph 2 of part 2 of Article 7 of the Law of the Kyrgyz Republic "On International Treaties of the Kyrgyz Republic," there is no need to submit the draft Agreement to the relevant committees of the Jogorku Kenesh, and coordination with them has not been conducted.
The adoption of the law on the ratification of this Agreement will not entail negative financial and economic consequences, nor will it require additional expenses from the state budget.
