
On February 27, a republican meeting was held at the state residence 'Yntymak Ordo', where the President of the Kyrgyz Republic, Sadyr Japarov, summarized the socio-economic development of the country for 2025 and outlined plans for the coming years.

Dear members of the Cabinet of Ministers!
Respected leaders of local self-government!
I would like to thank you, Adylbek Alekseevich, for the information provided, as well as the deputies for their detailed reports. It is pleasant to see positive results in key areas of the country's development based on the results of 2025, which confirms the effectiveness of our chosen course.
Dear participants of the meeting!
This meeting is of particular importance. January 28 marked five years since my inauguration as President and the beginning of our team's work. Today we will summarize these years, analyze the work done, and determine the future directions for the development of Kyrgyzstan.
Undoubtedly, these have been challenging times. Our team has faced serious challenges, made important historical decisions, and achieved significant successes.
Five years ago, Kyrgyzstan was in an extremely difficult situation. The world community was facing the consequences of the pandemic, and the country was experiencing institutional weaknesses, a budget deficit, and a decline in investment activity. Post-pandemic risks threatened social and financial stability.
During this crisis period, I bore the responsibility for the fate of the state and the hopes of the people. This was not just a political mission, but an important historical responsibility.
I remember how at the beginning of my presidential term I said: "Everything will be fine in Kyrgyzstan; a bright future awaits us." This was a sincere promise, and I was determined to do everything possible to stabilize the situation in the country.
My team and I understood that fulfilling promises is difficult, but Kyrgyzstan has no right to be weak. We were ready to stake everything for the future of the country.
With God's help, over five years we laid a solid foundation for sustainable development.
Today, looking back, I am proud that with the support of the people we fulfilled this promise. This is confirmed by concrete results, completed projects, and the strengthening of the state institutional framework.

If in the first years of our work we focused on restoring the management system, the following years were dedicated to transforming the economic model.
I am convinced that the years 2021-2025 will go down in the history of Kyrgyzstan as an era of qualitative economic development.
In 2020, the gross domestic product was $8.3 billion, and by 2025 it exceeded $22.6 billion, indicating nearly a threefold growth.
Over five years, tax revenues increased almost fourfold, and customs duties increased sixfold. The consolidated budget grew from 313 billion soms in 2021 to over 1 trillion 100 billion soms in 2025, corresponding to a growth of 3.5 times. We brought order to sectors where "shadow schemes" had long operated and focused on transparency and accountability.
This rapid growth is extremely rare and is most often due to external factors. However, in our case, it resulted from the systemic reforms we implemented.
As a result, our state achieved financial independence and became capable of implementing large projects without external assistance.
Over the past four years, the average annual real economic growth rate was 10.2%. According to the International Monetary Fund, in 2024 Kyrgyzstan will enter the top three leaders in the world in terms of GDP growth rates.
Thus, the financial stability of Kyrgyzstan has reached a new level. International reserves exceeded $10 billion for the first time, which is a strategic reserve for macroeconomic stability.
In 2025, international rating agencies raised Kyrgyzstan's sovereign credit rating to 'B+', which positively affected the country's investment attractiveness.
These achievements have led to real changes in the lives of our people: education, healthcare, roads, schools, and hospitals have improved. This confirms the timely fulfillment of commitments to citizens.
Behind these high indicators lies the support of the people and the tireless work of our team.
We have stopped talking only about stabilization; now the focus is on the development of the country. Our goal is strategic leadership in the region.
We have proven that even as a country with limited resources, we can ensure dynamic development. However, this requires quality management and political will.
Thus, the economy of Kyrgyzstan transitioned from a crisis state to sustainable and investment-attractive growth from 2021 to 2025. We created a new economic model - "The Economic Miracle of Kyrgyzstan - The Leap of the Snow Leopard," which has become the foundation for the country's further development.

In the history of Kyrgyzstan, there have been situations that called into question the trust of the people in the state.
You know that the issue of "Kumtor" has been a complex problem for the entire country.
For many years, disputes, accusations, and political games have arisen around this strategic facility. The people wondered: is Kyrgyz gold being used in the interests of the nation?
Since the beginning of my political career, I have advocated for the return of "Kumtor" to the state. I understood that natural resources should serve the benefit of the country and the people. As a result of consistent decisions, we restored state control over this asset.
In 2021, "Kumtor" was fully transferred to the ownership of the Kyrgyz Republic, which was an important step towards strengthening economic independence.
This confirms that we are moving in the right direction. From 2021 to 2025, the total income from the activities of "Kumtor" amounted to $5 billion 115 million, and more than $1 billion 176 million was received in the budget in the form of taxes.
For comparison: from 1994 to 2021, Kyrgyzstan received only about $100 million in dividends from "Kumtor." Now "Kumtor" has become a stable source of income and finances social obligations.

In the last five years, we have also successfully resolved the issue of the state border.
The problem of the state border has been a heavy burden for our country for more than thirty years. Unresolved sections caused tension and clashes.
We set ourselves the task of completing this historical process. As a result of complex negotiations, we settled border issues with Uzbekistan and Tajikistan.
This required political will and strategic patience, and today I can confidently say that the border issue has been resolved, which is an important milestone in the development of Kyrgyz statehood.
This is an achievement of historical significance.
Clearly defined borders are a guarantee of national security and create conditions for peaceful coexistence.
Previously, borders were perceived as lines of tension; today, they are becoming spaces for cooperation and development.
If just five years ago the country was in a state of economic deadlock, today we are moving towards a bright future.

Security and law and order are the internal foundations of independence.
Economic successes have no future without internal stability. We conducted a large-scale reform of law enforcement agencies, modernized the Armed Forces, and updated the material and technical base.
Social support for law enforcement officers and military personnel has been revised, and their salaries have been significantly increased.
Dear compatriots!
I address the fight against corruption.
Corruption undermined the trust of the people and hindered economic development. We have adopted a number of decisions aimed at eradicating it.
Thousands of real estate properties have returned to state ownership, and more than 300 members of criminal groups have been brought to justice.
The Ministry of Internal Affairs has undergone digital transformation, and the number of crimes has decreased by 73% thanks to modern surveillance systems.
We are building a strong state capable of ensuring security and justice.

The next strategic direction is the orientation of state policy towards citizens.
This means that all measures must work for the benefit of the people.
Over five years, about 936 social facilities have been built, including schools and medical institutions.
In education, thousands of places for students have been created, and the reform to transition to a 12-year education model has begun.
In healthcare, dozens of institutions have been modernized, and a new medical town is being built in Bishkek.
We are working to increase the incomes of the population and raising salaries for all budget sector workers.
The volume of funds for pension payments has increased from 50.8 to 105.4 billion soms over five years, which is a record.
Social support for those in need has been expanded, and measures for large families and low-income families have been increased.
In the area of road infrastructure, large-scale transformations have been carried out.
Over five years, more than 3,700 kilometers of roads have been paved.
This has significantly improved transport accessibility and created new economic opportunities.
We are also undertaking large-scale construction of the railway "China - Kyrgyzstan - Uzbekistan," which will change Kyrgyzstan's geopolitical role.
The construction of the Kambar-Ata-1 hydropower plant with a capacity of 1860 megawatts will become the largest energy project in the country's history.
We are also modernizing existing hydropower plants to ensure the stability of the energy system.
The construction of the Ala-Too Resort ski cluster will create new jobs and enhance the country's international attractiveness.
This year, the construction of the Jyrgalan ski resort, spanning 120 kilometers, will also begin.
The revival of industry has become a key focus of state policy.
Agriculture is the destiny of millions of people, and we are focusing on its development.
Over the past five years, the volume of agricultural production has approached 2 trillion soms.
We strive for food self-sufficiency and competitiveness in international markets.
We are modernizing irrigation infrastructure and implementing modern water resource accounting systems.
Our goal is to create a sustainable model of rural economy that works for the welfare of people.
Dear compatriots!
Having your own housing is one of the conditions for a stable life.
We are actively developing mortgage programs, and over five years, 9,250 families have received their own apartments.
The "My Home" program has become the largest in the history of Kyrgyzstan.
We aim to create conditions for the comfortable living of every citizen.
Our work in the construction of social facilities and infrastructure confirms that the state cares about its citizens.
All these achievements are the result of systematic state policy.
We have changed the philosophy of governance: officials must serve the people and improve the quality of life.
Dear compatriots!
Looking back, I feel a great responsibility to the people and the Motherland.
Five years have been a time of trials and decisive steps. We have made difficult and strategically important decisions.
Our goal is to strengthen statehood and a new vector of development for Kyrgyzstan.
We have laid the foundation for a new stage of development and defined the directions of responsibility.
I have signed a decree on the National Development Program of Kyrgyzstan until 2030, which will serve as a strategic guideline for our development.
By 2030, we set goals to increase GDP per capita to $4,500 and to enter the top 30 leading countries in the world in sustainable development.
Dear Kyrgyz citizens!
I believe in the future of Kyrgyzstan and in its people, who strive to develop their country.
Achieving these goals requires unity and responsibility from us. We must create favorable conditions for investors and protect honest businesses.

Every government body must honestly serve the people. Political games are unacceptable, and we cannot afford mistakes.
I urge all leaders to perform their duties conscientiously. Only in this way can we achieve sustainable development.
I call on all local leaders to work honestly and be closer to the people, solving their problems on the ground.
We must create an open and effective management system to achieve all the set goals.
With God's help, in August we will host the SCO summit in Bishkek, which will recognize our successes.
Major events are ahead, including the World Nomad Games.
